Civitas was initially engaged to advise on the feasibility of achieving resource consent for a large sports centre on an unstable embankment
between the upper and lower playing fields at St Kentigern Boys School. The project also included a sports turf and carpark on the
coastal edge of the site.
We identified the resource consents that would be required for the project, the key issues that would need to be addressed, the specialist inputs that would be required, the consultation that would be required and the process that the application was likely to follow.
We were subsequently engaged to manage the consenting processes for this challenging project: consents were required from both the territorial authority (land use consent for numerous matters) and the regional authority (coastal, stormwater, and sediment control consents).
This required us to lead the Council and community consultation, coordinate the presentation to the Urban Design Panel, manage the numerous specialist inputs to the Assessment of Effects, and present evidence at the combined territorial and regional authority hearing.
